Surely it should be, The holders and then how ever many others are needed. So if for example Barcelona are winners then the 5th placed team in Spain also qualify as the holders are already in and the holders place is a given. This only seems to happen to English clubs as you can name the top 4 in other countries before a ball is kicked and lets face it the Latvian Champions are not going to win the damn thing so it is unlikely to become an issue in countries like that (with all due respect to any Latvian readers.) They must have changed the rules quite recently as when Liverpool won it they finished 5th and Everton 4th and Everton were still allowed in albeit they failed to get past the qualifying round
Maybe Mr Levy should have a word with Uefa about allowing us to compete in the CL...
