Why aren't the SPURS on network TV?

Why aren't the SPURS on network TV?

It seems like in years past, I could watch the SPURS playoff games on ABC/CBS/NBC, or Ch 29 or 35 in San Antonio. Now, all the games are on TNT only. We don't have cable, so we listen on the radio only. Who makes these decisions? The SPURS? The NBA? Does it have to do with forcing a smaller $ market to spend more?
