Plenty of their fringe or older players do consider moves to teams outside the top 4 once they are no longer as in demand or look likely to break through.

That will never ever happen until Spurs win the Championsleague several times.
Beside that it's not good for anybody if you have 1 awesome star-player with an awesome salary in a team. In terms of talent..just look at Berbatov's gestures during the last games. It's disappointing if the team is unable to play on the same level (can't say it better). In terms of money... how will you explain to the other players that Mr. Messi is earning 10 times more than them???
